I'd think it would allow too much movement but other than that i don't see why not.
 
No, it's completely inappropriate, you need a specific laminate floor underlay.

Is that professional opinion? I'm not saying I know either but I saw it being put underneath my sister's carpets and it looked pretty solid, I can't imagine it posing many problems for laminate flooring. Go to a shop and get some advice or speak to a carpenter, that's your best bet. Anyway, if you do choose to go for it, this is where my sister got her tredaire underlay. They're a UK based company, delivered on time and the quality was top (well, it was exactly how we expected). Good luck! Let us know what you choose.
