Laying hardcore

When putting down hardcore (type 1) as part of foundation. Should you layer it and go over each layer with a wacker plate and if so why?

Builder has just laid all 3 tons even though building inspector said layer it. If it doesn't make any difference I'm happy to leave it but if it does then I need to say something.

I'm not sure if he'll wackier the top or lay the sand on top then wackier it.

By layering you get a better compaction. Ideally you should do it every 2-4". By only doing a top coat the bottom of the base will not be as compact. But depends on size of unit they will be using and the purpose of the hardcore.
If its a drive I'd say something or risk it failing in a few years

It's the extension to the house so I'd be quite worried now.
