Leak via loft and damp corner of exterior wall

I've just noticed a leak coming through the ceiling. I checked the loft and one of the trusses(?) along the roof is wet and assumed the water is running off that, through the insulation and on to the landing roof.

I checked outside and the brick on the outside looks wet, I see my gutters are blocked so I'm unsure if the water is backing up under the roof tiles. Who exactly would I call for this to be inspected?
