Leaking cistern in loft - whose responsibility?

Neither the freeholder not the leaseholders in the 3 flats below seem to know!
Presumably some solicitors somewhere have the papers. Meantime, anyone know what's the normal setup?
There's 150 gallons of water up there, in 2 joined galv cisterns, so I'd guess it feeds more than the top flat, via the 1½" lead outlet...

Horrid loft, not a nice job, but cheapest quote so far £1000.

WHo pays?
 
I would have thought if they feed more than one flat then the freeholder would be responsible - but what do I know
 
I think you're right Chris, a solicitor will have the details 'somewhere'.

These things are normally 'shared' between the flat owners. Surely the person who lives in the top flat (who i assume is the one suffering!) has deeds etc with his/her solicitor and can check the details with them?

usually freeholder is responsible for whole building ie roof structure foundations drains
leasholders only own their self contained flats plaster dept
if conversion was done properly if it is one each flat should have its own water supply
if tank supplies all flats the freeholder willbe responsible & recoup his costs on building maintanance

Don't know when it was done, but the half inch bashed up lead supply to the loft makes me suspect "properly" wasn't in their vocab!
