Your local water company is liable for your water main to your boundary. You are liable for any leaks after that.

Water Company responsibility ends at the highway boundary. Give them a call, they may be able to offer you some assistance and might even repair the leak for you if they have a scheme.

Have I not read previous posts on here about water company's replacing lead pipe for free?

Nope,

Some will provide a free connection in the street if you do the work on your property first.

Others will offer to do it a t a subsidised rate.

Some Water Co's will repair a leak free or at a reduced rate, others will just hound you so that you repair it.
