Leaking toilet soil pipe

Recently had a downstairs cloakroom toilet installed, unfortunately turned out to be a bit of a bodge job and about 6 months in from being fitted noticed a pool of water on floor.

On further investigation it appears that water is coming up from around the edge of the pipework as it enters the floor (concrete substrate ground floor)

Am assuming that there is a blockage somewhere which is causing water to back up but concerned that is coming out of the sides of the pipe.

Have attached a picture of pipe in question and highlighted where is leaking.

Anyone have any experience in how to go about fixing this.

Looks like it’s fitted on the outside of pipe below. So the sealant has failed hence the leak I.e not a blockage.
