Leaking toilet tank filling mechanism

My toilet tank has this Geberit plastic thing (not sure what its called) that stops the water from flowing into the tank when the tank is full. But there seems to be a problem with it. When it stops the water i can hear it still leaking like there is some kind of leak in its stopping mechanism.

Anyone know how these things work and where the leak would be? I know the leak isn't at the entry pipe attachment but at the place where this thing stops the water into the tank.

I took it out of the tank but could not take it apart to understand how it works. Can someone please help?
