Leaking UFH 16mm Eurocone connector

I’m so confused about the scope of UFH service. I’ve booked an appointment to carry out the annual underfloor heating service today.

There was visible water leakage at the connections between manifold and the water pipes. When the plumber/engineer visited I requested to replace the 16mm Eurocone connector. But he refused and did what had been done before by another plumber: Tighten the connection. Then he waited for half an hour and left.

Eventually after 2 hours we found the leakage again. Comparing to the visit we had before from boiler manufacture’s engineer, the guy visited us feels completely unprofessional and incompetent. There was no single test carried out. Why should I pay £120+ for useless visual inspection!

My question is what should be included in UHF service exactly? No pressure test if there is a leakage? No refill the water to top up the system pressure?
