Forgive me if I'm being stupid, but is there some means by which the OP could have asked you that question, other than by posting on this forum?

I know what you mean, Sr. Diaz.

You mean, if you called an electrician to your premises, and he asked you where the fuses were for your upstairs room, you would have known and so told him.

Well something similar to that

Leave the electrical jobs to the electricians

thanks guys i'am glad everone thinks it funny but what about when you guys were apprentice's you to didn't know f__k all! i'am learning yes, so please try to be understanding. i found the board for the upstairs one side of the flats lights are fine.there are three rooms/hallway and toilet that are not on.when i went up in to the loft i found two twin&earth's just laying next to the room that the lights are on.this is were i think they, who ever? had disconnected the feed to those rooms and hallways lights.would suggest that i loop in from the light that is on and use that as my feed to the rooms that are dead.i don't want to run a new line from the board that would be a nightmare, time ,and money. :(

Is it the right thing to do though?

You're half right:

An apprentice is expected to know very little when he starts, except to have read some books and done some classes; BUT he is (should be) working under the instruction and guidance of someone who (should) know a lot and have a lot of experience.

Electricianing is one of those things which it is better to learn by being taught, not by trial and error.
