Lime coming through new paint work

We had our hall and stairs decorated a year ago and straight away the paint started to crack and bubble in various places.

Someone recently looked at it and told us it was lime coming out of the plaster. It's really bad now and some areas look like the paint is bubbling and others look like salt is coming out.

This person told us to sand it down and use a fungicide paint and then to repaint. Is this right?

Our house was built in the 1950's and the plaster when we uncovered it was yellow and chalky.

Any advice would be great!

It will need a good rub down and a coat of sealer. There are shelf bought sealers but oil based undercoat should suffice. Let it dry and recoat in emulsion.
 
Do a Google for 'efflorescence'. Plenty of info out there.

So there was wallpaper? Did you or they make sure the old wallpaper paste was cleaned off befor painting?
