Lining over soft sheen paint

I would give it a light sand and then apply full fat Solvite (mix your own) paste to both the wall and paper simultaneously (it helps to make sure that you don't have any dry spots).
I use a medium nap roller to apply the paste and a vinyl smoother to remove air bubbles.
