loft flooring where do i start?

ive recently bought a new house and i am now wanting to lay floor boards in the loft for storage. There is already a lot of insulation up there which is covering the floor joists.

Do i raise the joist to lay the floor boards?

Do i lay new beams on top of the old joists or across them?

Do i need to secure them with a bracket at the end to secure them futher?

I would lay some more joist over the existing ones, going at right angles so they cross over each other then board over them.
