We had a sealed central heating and DHW system put in in 2006 with a new oil condensing boiler. Does the sealed system need maintenance by a qualified person?

None of the people who service the boiler will touch it so it has not been looked at. I do periodically check the pressure relief valve but there are three large expansion vessels too.

If it does need an inspection I guess I will need to keep hunting for someone.

You need only to ensure that that any leak is attended to promptly, and to check that:-

1. The pressure doesn't drop by more than 1 bar every three months.
2. That the concentration of chemical corrosion inhibitor was, and remains, high enough to be effective.

Thanks - are there not filters that need checking and does the pressure in the expansion things not need checking (what pressure shoudl the air be?)/
