Loss of PEN report?

I have saved the location of IET wiring matters loss of PEN it now shows page not found https://electrical.theiet.org/wiring-matters/years/2021/84-march-2021/broken-pen/ there are other reports here https://eandt.theiet.org/content/ar...cal-faults-increasing-risk-of-fire-in-the-uk/ still working, but I have read how the HSE have refused to act after the problem was raised in the house of lords, here https://eandt.theiet.org/content/ar...act-over-dangerous-electricity-network-fault/ so wonder if there is some reason why the wiring matters report has been taken down?

There are some much older wiring matters still available supply to outbuildings is 2005 vintage. Seems odd it has been removed?

The Health and Safety Executive (HSE) regulates the safety of the public electricity network, including equipment owned by Distribution Network Operators. HSE have monitored developments carefully and continue to do so. Officials from HSE are of the view that no additional action is required by the regulator to manage this risk of neutral current diversion at the present time.
