low mains water supply volume - accumulators

Hi all, first post

We have measure our mains water supply and the pressure was 4,5 bar, but volume is only 13 ltr/min. (measured at the unrestricted end of the main.)

Have been looking at ways to boost the volume and an accumulator seems the obvious solution, but have concerns regarding stagnation (of some) of the water in these systems.

Is this an issue or not????
