Low water pressure

The guy came and serviced the boiler the other day and noted that the water pressure was rather low. I know that the guy next door has better pressure than me because I water his garden when he's away.
The pipes (water mains to both properties) are all new a couple of years ago, so what's wrong?

I realise that pressure has nothing to do with flow rates.

He suggested I change the washer in the stop-cock but I suggested to him that even if the stopcock washer was stuffed, then when I first switched on the tap it should be at full pressure for a brief moment and then calm down. However, it is just slow all the time from when it is first switched on. Any ideas anyone?

Oh and I checked the thing in the road and it's full-on.

Quite clearly the flow switch solenoid plunger.

Ah but it has everything to do with flow.

Oh yes: plenty.
 
Thanks folks I'll order a new solenoid today. I'm sure this has been very helpful to anyone with a similar problem.
