In my neck of the woods, there's a fair amount of seagull created litter
I'm not sure how you would control overflowing bins in coastal areas. I do know however, that the problems with litter away from the coast is entirely man made. The stark difference in litter from lock-down to drive-thrus opening, was glaring.

Don't let them overflow. AKAIK Seagulls can't lift lids, no thumbs.

Pretty simple - more bins, emptied more frequently. Private business bin owners who generate large quantities of waste have a responsibility to deal with it properly. Council bins, just replace the broken ones. It's not rocket science.

I recently did a bit of work at the MILs garden.

they have a large hedge, the other side is a path next to a road. I cleared out the debris under the hedge so I could work and I pulled out enough sweet wrappers, drinks cans etc to fill 2 black sacks.
It was all stuff either thrown down by people walking by or being thrown out of a car window.
