main stop cock

the main water stop cock in the meter cupboard will only turn off the water by 75% even with a wrench.There is still lots of water coming thru and the main water board street cock has been tarmaced ?
Any ideas

The tarmac I assume was not done by you. If so the water board will have to come out and fix it for you at no charge. If not an emergency, you may have to wait a few days. meanwhile get your self a long 'water key'.
