Make a standard rad into dual fuel

I'm looking to buy a designer rad for my hallway to replace an old knacker. The property is a first floor flat with boiler and all rads on same level except the one I'm replacing. The old rad was a problem as it goes cold once flat room stat hits temp and the pump switches off.

If I buy the appropriate element is it ok and will it function with the element running horizontally along the bottom?

My towel rail in the bathroom is virtical and all photos of dual fuel seem to show it like that.

Sounds like the system just needs balancing rather than an electric element adding to that radiator. Standard white panel radiators can't accept elements as the tapping isn't straight through - there's an elbow in the way. Whether a designer one can or not depends on the design - consult the manufacturer for advice. Be aware that designer radiators are often form over function and give out considerably less heat than a standard panel radiator of equivalent size.
