Masonry Paint peeling off

We purchased a renovated property a few years ago and part of it is painted with what i believe is Sandtex masonry paint on top of a very sandy base.

Recently areas have started to bubble and peel off (image attached).

Anyone got any ideas whats causing this to happen and how to rectify?

Looks like it wasnt primed/prepped properly.

Maybe best asked in painters forum.
