I'm not quite sure what you are asking here. Do you have 'biro' on some material and want to remove it? or are you looking for a material that if you get 'biro' on it you can wipe off with a damp cloth?
If you want to get 'biro' out of some fabric, this method was recomended to me. Soak the stain with hairspray, blot it off, repeat if necessary and then launder as normal. Can't help with the second option I'm afraid.
If the biro marks are on a solid surface, you could try "It Works" - they are foam-like blocks which you squeeze out with water, then rub the surface and they remove a lot of dirt and stains. I know of ladies who use them to clean their Louis Vuitton handbags
They are sold by QVC but Woolies used to sell them a lot cheaper, I wouldn't be surprised if they're available in pound shops.
But your solution depends on what type of surface the biro is on.
