measuring for interior doorset

The opening for the door (hole in the stud wall) is 2000 high x 750 wide. I beleive this is referred to as a rough opening.

How much should I allow for when ordering a doorset (pre hung door/frame)? Would 1 cm for top and both sides be OK (so would order 1900 x 730 frame size) to allow for what I beleive will be packing foam to seal the gap?

What's the maximum gap for using packing foam?

I think doorsets come so that bottom of door is flush with bottom of frames (or perhaps a few mm higher). I will have a tiled floor, so presumably should get bottom of door as close to floor as we can.
