All sports are manipulated to promote excitement induced or otherwise. Once money esp big money) enters any game it becomes a professional business. Motor racing is no more or no less affected.

However the double points were introduced at the start of the season to help promote a end of season finale rather than a season with 3 dead rubbers. Remember the promoters only make money from the gate and if there is no point in turning up as the season was done and dusted weeks before it may seem unfair against -say- Silverstone which is always mid season.

Never as simple as it would first appear.
