So there is a great possibility of the steel box cutting into the inner and outer cable sheath, and that is why the boxes should be permanently connected to earth with flying leads to face plates.

If that is your considered opinion you should not be carrying out electrical work. RCD's are not fitted to protect people from deliberately contrived dangerous situations. It's like saying you're not bothered about smashing your car into a brick wall because the airbags will protect you.

The RCD and / or MCB would have tripped when the fault ( damaged insulation allowing conductor to touch metal back box ) happened. It wuld not wait until the face place was removed before the RCD and / or MCB tripped.

because the airbags will protect you.
Airbags do not protect legs from damage, hence sensible drivers avoid brick walls
