Minimum size of vent pipe for upstarts toilet

I am installing a bathroom upstairs. I understand the pipe that is going down from the boss junction has to be 4 . What is the minimum size I can fit on top of the boss junction fore venting? Can I fit 2.5 inch?

2.5 inch (rainwater pipe). doesn't comply with building regs - 3 inch does. Though I have a 2.5 pipe as a vent ( no idea who did it
