Mist Coat failure at intersection of wall and ceiling

I recently had a room reskimmed by professional plasterer. Finish looked good.
I waited 4 weeks for it to dry out- all plaster was the light pink colour- before I applied the Mist Coat (Macpherson's Eclipse diluted 30%).
Mist coat went on ok, all except at the intersection between the ceiling and the wall. About 3 cm in, all around the circumference of the ceiling the paint didn't seem to apply very well.
Gave it another 48 hours and did the masking tape test- everywhere else it passes the test except this problem area- the paint comes right off.
I gave a section of the failed part another coating of the mist coat, waited again, but still failing.
Any ideas of how to fix?

Was the ceiling plastered before or after the walls?

At a guess, it might be down to the PVA used by the plasterer.

The ceiling was plastered first, then the walls.

Go round the edge with a bit of sand paper. Then you can re mist the edge. You could use some Leyland acrylic primer/ undercoat for a good bond. (Cheap enough)
It's quite likely pva bonding.
