Although the poster doesn't say that, they do state there are Russian and Iranian Connections which could connect him to Hamas or Hezbollah.

Well, for your information Hamas have been found Guilty of War Crimes and Crimes Against Humanity for their 7th October 2023

Fake news. The ICC have issued arrest warrants for certain individuals suspected of war crimes and crime against humanity, in connection with the Hamas incursion into Israel on 7ty October. But without a trial they cannot be found guilty. Although the named people are probably dead now.
They have also issued arrest warrants for Netanyahu and other top Israeli figures for war crimes and crimes against humanity, and for violation of international humanitarian and human rights law,
