motorised valve

my friends heating wont switch off and he seems to think its the motorised valve at fault. he talked about the boiler thermostat and the spark not wiring it up right. how do you check if the motorised valve is faulty and is there a way of telling that its the motor at fault on the top or the whole thing. any advice very much appreciated.

If motorised valve gets siezed it will hold in micro switch which will stop it from turning off.
 
has electrical work been done on system? If so it may have been wired incorrectly, but if its a problem that has arisen all of a sudden it is more likely to be a stuck mv, or at least the switch in it.
