So, you either take the building down without a fight or you take the building down with a fight.
Simples.

The authority seems to have taken the stance that they're within time to enforce and hence think it's a 10-year-rule situation. If you want to argue it's the 4 year rule that should apply, because the outbuilding was built before the land changed use (and hence the new permitted use as a dwelling, with removed PD rights would not apply), then you might well be looking at a trip to court if the council doesn't back down on it
