need some advice

basically the system, im on at the mo. iv inherited 2 plumbers disasters, ones fited a wb junior 28 cdi combi 3 floors high.done all the pressure testin at the top floor and flow rates.the house has an unvented workin at min 3 bar ground level,took a test before the prv and its at 3 bar anyway but the top floor is 6 meters so loss after operating pressure kills the boiler. done all the readings etc. and this place is off a camp site so peak times will kill the presure in summer. so would an accumilator be an answer. any help pls
 
3 bar less 6m is still 2.4 bar so that shouldn't be a problem.
Flow restriction?
 
sorry chris forgot to mention i did a workin pressure test at top level and it droped to under half a bar when two taps were operating. also these readings were taken during the day and not at high demand
