Neighbours extension

Just wondered, if my neighbour needed planning permission to build another room on the back of his house, would I receive a letter from the council asking me if I had any objections?

I wouldn't say a 4m deep extension to the rear was 'minor'. Have a look at the right page on the Planning Portal for a start http://www.planningportal.gov.uk/england/public/buildingwork/projects/workcommonextensionreal/

And regardless if it required a planning application or not, neighbours are "normally" notified. That is of couse if planning permission is not required and the owners choose to go down the CoL route.
