New Cloakroom

I am having a new cloakroom fitted to an understairs area. I was speaking with my Building Control officer yesterday about an associated issue, and he mentioned that I needed Building Regs approval for the connection to the soil pipe. This contradicted info I'd been given by one of his colleagues before submitting my Building Notice for other work.

The curret soil pipe runs directly outside the area where the cloakroom will be sited, all that I'll be doing is drilling through the wall and making a new T connection (we are cactually changing the soil pipe from cast iron to plastic, and planned on doing this at the same time).

Is it correct that I add the new connection to my Building Notice?
 
Generally you may be told all new plumbing appliances eg. WC's are reportable for building control. However last time the DS generally wasn't concerned when I was replacing equipment in an existing bathroom. Then again I've not found any two representatives from any LABC consistent on anything. Apart of course for their complete mis-understanding of plumbing & heating.
 
Perhaps that's where the misunderstanding occured between my conversations with them, I'm not replacing plumbing - I'm creating a new cloakroom.

Yes - This is reportable, what I'm trying to say though is don't be surprised if you are told differently including by the inspector's own colleagues.
