new emulsion in bathroom peeling

I took quite a lot of time in what I thought was preparing my bathroom ceilng for painting with Dulux matt emulsion.

A small area around the centre of the ceiling was peeling, I scraped then sanded it down, I scraped out a couple of cracks and filled using a plaster filler.This has only been done about 4 months, the ceiling is again peeling. Any suggestions would be welcome.
