New extension

Hi we have just had a kitchen / diner extension, the building inspector came yesterday and said we must build a wall between our side of extension and there side.
There is only a bout a foot from their conifers how the hell does he expect us to build a retaining wall now the work is done , it was hard enough to do rendering on their side and will be Nr impossible to build a wall now
Why didn't they specify this at the start of the build instead of waiting while it was built ?they have inspected it enough times! Also he says the kitchen needs to be fitted before he will sign it off ? Confused as the builder says he has left properties without kitchens fitted in the past .

A retaining wall for what? Did you do a Full Plans Application? Were you present when the Inspector requested these items on his last visit? Or just the builder?
 
Sorry , our house is lower than our neighbours ,we submitted full plans by the architect for the extension,we previously had a conservatory where the extension now is , the builder did the new extension about a foot over from where the old footings were for the conservatory .I can't understand why this wasn't broached with the builder as the extension was built , no I wasn't present when the inspectors have called so I presumed everything was OK.
The inspector now wants a retaining wall building between our extension and the neighbour conifers which is about a foot from the boundary .
 
Did the inspector explain the purpose of this wall that he wants?

Inspectors can't say that they want something. But rather must tell you what problem they think exists - and then they can offer one solution, but there may be other options.

What is holding up the land at the moment?

How much is the level difference? Got a photo? Do you mean the extension wall is a foot closer or a foot further away from the boundary than the old conservatory? How do you know the inspector didn't mention this on his first visit (just surmising)?
