New floor, old walls!

I have bought a pre 1850 house with no DPC in the stone walls and no DPM.

Having removed the floorboards downstairs the joists were rotten from sitting on soil for 100+ years. So, advised by a builder to remove the floor, dig 32cm and lay a new concrete floor with insulation and DPM. Then to scratch coat and waterproof the internal walls up to 1 meter.

However, as the walls do not have a DPC I am concerned that the moisture will be pushed towards the walls by the new DPM.

So the question is.. do I DPM the floor? And if I do, will I cause issues by waterproof coating the internal wall to 1 meter?
