New Ideal Boiler Hot+Cold knocking when turned off

After my new Ideal boiler was fitted it was fine, a week later there was a radiator leak (we found it had been leaking a while) the plumber fixed it BUT then the knocking started turning hot+cold off, its now a double knock. (Its already got a flowmaster arrester above the boiler). I called the Plumber who said turn the rising main valve down that may stop it, we had to virtually shut it off to stop the knock, so low that the flow could not happen in Kitchen and Bathroom at the same time and the main valve/pipe whistles. He said it needs a new something valve ? to absorb the pressure. Why did it work fine before the new rad valve fitted last week?.... why was it fine with the old boiler? I can't live with water in only one room at a time due to the reduced pressure, would the new valve thing work when all it does is reduce pressure. I think he has trapped air somewhere but he says no, any knowledgeable help please, he already took me for another few hundred with a problem (mine) in the fitting, I don't want to be fleeced again.
 
I'm not a plumber nor heating engineer but if there is air trapped in your water circuit then you should just need to turn the water off at the stop cock and turn off the bolier, open all taps a little and flush toilets upstairs and downs stairs then turn the stop cock back on until all taps are running and cisterns fill and any air has been dispelled then turn off taps. If air is in the heating side then bleed it from the radiator furthest away from the boiler.
