new soil pipe

Hi all

Hopefully someone here has some advice. We live in flat built in the 20's and have the misfortune of having an internal, clay soil pipe.

I would like to cap off this soil pipe, and install a new one on the outside of the house so that

Plumber gave advice. He wanted to connect toilet to upper flats soil pipe.
is there anything i should be aware of before i have go ahead with that?
