New windows - draughty

Hi

We have had new windows fitted but after 3 months of the Window company trying to fix the snags, (Bad sealed units, loose bricks and damaged frames) we still have draughts.

Is there an independent body who can provide measurements of draughts in order for me to build a case against the company. I've done a rough run around with smoke sticks and a leak detector, but would like to have an expert opinion.
 
I doubt very much FENSA would be interested in those type of problems, they sound more like workmanship issues, FENSA only check that the installations meet regs
