Nicotine stained walls and ceilings

Hi everyone , what's the best way to cover up very bad ( as in yellow )nicotine stained walls and ceiling ?
I am painting a property white and this one room with the nicotine stains is still coming through after 3 coats, ( it has faded though )
Shall I just keep applying coats or does anyone have any tips and tricks ,

Every time you paint the walls, they get wet, and that lets the nicotene through again, but having the paint on the walls already, you may well be able to just go straight on with the zinster stain block. For other walls that haven't got wallpaper on, you could use a wallpaper steamer, and scrape the nicotene off.
