No Hot water upstairs?!

Please help!
I have just moved into a new house and I can't have a shower as it doesn't get past luke warm. The taps upstairs will get somewhere between luke warm and hot but only if you fiddle around and have them half open. Because the shower is a mixer you can't chose to have just the hot on so it just doesn't get anywhere near enough for a shower. There is no problem downstairs. The system runs off a combi and the radiators are fine. The combi looks quite new. Any help would be appreciated.

Can be so many things you really need a heating guy to look at it.

Depending on the boiler you should only expect about 8 litres/minute of showering-temperature water. If you draw more it will be cooler.
