Should they be granted legal aid?
More to the point, should there even be an inquest? A military plane flying in a warzone gets shot down by enemy fire resulting in the loss of the aircraft plus the military personnel on board.

erm, am I missing something or is that what's supposed to happen in wars?

It's presumably this bit that is key:

Her (Sarah Chapman) solicitor says the circumstances surrounding the incident are exceptional and would justify granting legal aid.
