noise from upstairs - insulation issue!

our upstairs neighbor has original floorboards from the late 1800s with nothing on top of them. the floorboards also have gaps in them. As you can imagine, we have a huge amount of noise and can hear every footstep and converstaion. She does not live there any longer and rents the flat out. We brought this to her attention and she said she has never had a noise complaint and will not do anything about it. We also have wood floors but we gutted our flat and have nearly 4 inches of insulation and there is not a sound. Any suggestions of what we can do to get her to do something about it? Any products I can suggest to her or laws or regulations I can point to? The lease simply says floors need to be covered. thank you!
