One of our rads is very slow to heat up and when it does it's never as hot as the others. This has a thermostatic valve on it which is fully on all the time.
Is it just a matter of adjusting the other valve, and if so, how much please.

Take off the head of the TRV and make sure the pin is moving. The next thing to do is have the system balanced.

Thanks Andy, as it's just this rad that is not so hot could I not just turn the LSV on it anti-clockwise a midgin ?

As said, first check that the trv is fully opening. If its not, then adjusting the ls valve will have little or no effect.
If the trv is ok, then you could try the ls valve, but count the number of turns from off to where it is now before making any adjustments, so you can return it to the original setting if required.
