Oak Sleepers - sanding

Hi.

A client had an oak sleeper patio installed in February, however sleepers aren't level and there are height differences of ipto 10mm. As this is a bit of a trip hazard, the whole area (11sqm) needs to be levelled off. What would be the best method to achieve a good finish, as they are going to be left untreated to weather.

Oak sleeper are to thick and heavy for decking. Outside they will move with the weather possible 20mm or more , so levelling would be pointless .

also if there the standard (turkish) oak sleeper from the merchants good luck without treatment they rot very quickly thats why they are half the price
