oil in a towel radiator

I've just bought a towel radiator which I was told was filled with oil to put onto an electric central heating system. On further inspection it was actually filled with water which I guess would be dangerous due to water expanding when hot.

I've now drilled the holes through brand new tiles so would like to know if I can fill the towel Rad with oil to make it into an electric rad, therefore, saving me the laborious task of finding a new rad etc.?

If the towel rail was filled with anything I would guess it is designed to be electrically heated. Those for fitting to a wet heating system arrive empty. Did it come with a cable attached? What do the instructions say?
 
You can use a towel radiator run solely by electricity. You need to buy a towel rad element, which is installed into one of the holes where the rad valve would have gone.

You must only fill the rad with water to a max of 90 per cent capacity, to leave expansion room. This water should also contain come central heating inhibitor, to stop rust.
