Old combi, new shower

We have a middle aged combi in a hard water area, (inherited) Our hot water pressure is lousy and our cheap mixer shower barely trickles. We need a more satisfying shower! What should we go for? Is an electric shower the solution? The bathroom water comes to our flat from a communal cold tank. Or will a thermostatic shower help? I'd rather not replace the boiler yet because it will wreck the kitchen and cost a lot. Thanks for any advice.
 
A combi working properly will give about 8 li/min while an electric hardly 3 li/min.

It sounds as if the combi may not be installed/working properly.

I would recommend you get a competent boiler engineer to assess it.
