Old wallpaper I'd... Asbestos?

Hi all, just renovating an old terrace house and came across this under a layer of old wallpaper in 2 rooms. I started to strip it but the top layer comes off leaving the sandy /shiny textured pattern. This is a white dusty material. Just worried it's asbestos... My plan is to wet and remove. Is this the best course of action? Many thanks!

Insulating Foam, it was popular about 15/20 years ago to help keep the room warm,

children used to love pushing the wallpaper and making dents in it.
