old water overflow

Hi.

I have a water heater tank downstairs on the bottowm level of a 3 story townhouse. The tank has a cold water line intake and a hot water line plus a T and P relief valve. On top of that, it has an overflow line splitting off from the cold water intake and connected to a drain pipe discharging in a floor drain. This cold water overflow pipe has been constantly flowing for days now, any reason?

Air gap needs recharging / expansion vessel failed. In the UK that's a job for a qualified person, no idea what the rules are in British Colombia though...
