One Cold Rad. Downstairs

I have one cold radiator downstairs, have bled all rads. only had air in one upstairs, downstairs rad. still cold.
Pump seems to be working (slight vibration), very hot though. But if it was not working how could all other rads be hot.
Any ideas please........... Cheers

undo the screw marked bleed and stick a screwdriver in and you will feel the shaft spinning

I have had a reply saying to bleed the pump, my pump does not have a screw, as the answerer to my original question showed.
It is a CE pump (Blue), it has a Black plastic cover over a nut !!, should I undo the nut to bleed ??, what is behind the nut.

Do I leave the CH on constant whilst doing this to see if pump is going around.
