I recently bled my central heating system but now i have refilled it, one of the upstairs radiators is cold although it is full of water.

One cold radiator but full of water

If full of water, but no flow, one end of radiator is open but other, the balancing valve, may be turned off completely. Alternatively the flow is blocked elsewhere and you need to follow the piping to see where flow stops.
